QuickCare Version 3.6 Coming Soon
The release of Version 3.6 has been scheduled for mid-September. In preparation for this release, we are offering a series of "New in this Release" web training sessions. Please plan to attend one of these sessions to learn all about the new features and issues resolved in Version 3.6, designed to provide detail and inform you of changes made to our QuickCare software.

Texas Medicaid: TILEs to RUGs Conversion
After years of debate, Texas Medicaid is finally converting from the TILE system for measuring levels of care to the RUGscase mix system, effective September 1, 2008.

Beginning September 1, 2008, Nursing Facility provider TILEs will expire with the submission of an MDS Assessment. On August 31, 2008, the Texas Department of Aging & Disability Services (DADS) will end all TILEs covering dates beyond November 30, 2008, to ensure that only RUGs are in use by December 1, 2008.

MDI Achieve will release the programming changes necessary to accommodate this transition in Version 3.6 of our QuickCare software, scheduled for mid-September.

To prepare QuickCare users for the transition, MDI Achieve will present a special "Texas Only" web based training session at four different times on September 4th and 5th. These are in addition to the 'New in this Release" training sessions offered with each software update and will focus specifically on the changes being made to accommodate these new Texas state mandates. CMS Updates
The staff at MDI Achieve diligently watches the activities of CMS to ensure that our software complies with all necessary regulations and requirements. In addition, we provide this information to you, our valued clients, to keep you informed of the latest CMS developments:

  • Medicare A RUG Rate update for Fiscal Year 2008-2009 — The new Federal Register for the SNF rates has been published. The process billing will reflect the new rates as of the 3.6 release. Please remember to update your Area Wage Modifiers in the Medicare PPS Setup screen. The screen is located under "Full Menu Listing / System Maint. - 2 / Facility Billing / Medicare PPS Setup." The 2008-2009 Area Wage Modifiers will be in our HELP menu when you receive your update. They are also available by viewing the Federal Register located at http://www.cms.hhs.gov/snfpps/ downloads/cms1534f-display.pdf.
  • RAI Manual Updates — Updates to the RAI Manual have been published. These changes can be downloaded at http://www.cms.hhs.gov/NursingHome QualityInits/Downloads/MDS20Update200807.pdf.

State Updates
The staff at MDI Achieve diligently watches the activities of the various state's Medicaid programs and other state-specific intermediaries to ensure that our software complies with all necessary regulations and requirements. In addition, we provide this information to you, our valued clients, to keep you informed of the latest developments in your state:

  • Florida — Florida Medicaid has switched to UB04 and to EDS.
  • Massachusetts — Massachusetts Medicaid is switching from the proprietary LTC form to the UB04. They have announced the date of September 29, 2008; however, we have received unofficial notification that the MMIS project has been delayed until January 5, 2009. Until we receive confirmation of this, we are continuing our programming efforts to ensure QuickCare software will be ready accommodate this change. When these changes are released, QuickCare users will have the option to utilize either the proprietary billing format, or the UB04.   • New YorkThe state of New York is adding three new questions to Section S of the MDS. This will afffect the New York Quarterly, New York Full, and New York MPAF assessments.
  • Oregon — Oregon Medicaid has plans to switch to electronic UB04 claim submissions from a manual TAD. Per a recent notice sent on Friday, August 15th, Oregon Medicaid has pushed back their implementation of the changes until mid-December 2008. Until that time, Oregon Medicaid is requesting that providers do business as usual.   • Texas — Effective Sept 1, 2008, Section S of the MDS will no longer be required for Texas Medicaid. Texas will be using the RUGs 34 grouper, Index Maximizing with a Texas specific set of CMI values. See Texas Medicaid TILEs to RUGs Transition article above for more information for information on how this will affect QuickCare users.
In addition, effective August 1, 2008, CMS is requiring that facilities utilize broadband instead of modem use for MDS transmissions. Providers are required to install, connect, submit assessments and retrieve reports using AT&T's Global Network Client, version 7.2.1. The software download and the loading instructions are available at http://www.qtso.com.   • Wisconsin — The Wisconsin Department of Health Services will replace Wisconsin's existing Medicaid Management Information System (Wisconsin Medicaid's claims processing system) with ForwardHealth interChange during the fall of 2008. Currently, the transition is scheduled to begin October 13, 2008. QuickCare software programming changes to address this transition are in progress.
To obtain a new Trading Partner Profile and PIN, Wisconsin clients will need to visit http://www.forwardhealth.wi.gov as soon as possible. Once at the site, select "Trading Partner Profile" from the left hand column. From the center of the screen select "Submit Online". Answer all of the questions and you will be given a new Trading Partner Profile immediately. Be sure to print your new profile. Your new PIN will arrive in the mail.
